Aldi is said to have rejected a professional contract offer from Paris Saint-Germain, which means he would be able to leave the club in July.
Arsenal would have to pay a £223,000 compensation fee to PSG in order to Aldi.
According to RMC Sport, the Midfielder has committed to a three-year contract deal with Arsenal, with an option for a further two years.
RMC Sport claim that Arsenal had been in talks to sign Aldi even before the appointment of Coach Unai Emery.
Emery gave Aldi the chance for his senior debut as he came on as a substitute in PSG's final game of the season against Caen.
The 17-year-old has played for France at various youth levels and provided the most assits at the Under-17 World Cup last october.
Arsenal have already completed a deal for defender Lichtsteiner and still plan to complete more deals before the 2018 World Cup begins in Russia.
